Do eircom throttle connections if you go over the download cap?

Thanks to the recent steam sale ive being downloading a lot and have easily gone over my monthly cap. Ive never gone over the cap before so im not sure if eircom practice throttling connections of those going over? Thanks to the recent steam sale ive being downloading a lot and have easily gone over my monthly cap.
Ive never gone over the cap before so im not sure if eircom practice throttling connections of those going over?

All today my connection is nowhere near what it normally is,ive checked with neighbours and they dont have an issue so its not the local exchange.
Also ive scanned for viruses etc and nothing found.

This leads me to wonder would my recent increase in use of bandwidth be an issue? Do eircom throttle connections if you go over you dload cap?

Most months I am over my cap by around 300% and have never been throttled.
