BlackVPN Speeds ???

    Hi All

    Just got a quick query. I'm using BlackVPN on my system.
    My natural ISP (UPC) provides me with 15MB Download speed & 1.5MB upload speed. I have ran the speedtest on my UPC connection and i get close to the speeds I pay for.
    When I connect to the different servers with BlackVPN & run speed tests I get different speeds, e.g. when I ran the US speed test I got 4MB download speed & 3MB upload speed. Would those speeds be the same each time I connect, are those IP address's static or dynamic.
    The main reason is this if I'm only going to get the speeds which the new IP address gives there would be no point paying for the higher speeds from my ISP.
