EDIT: If you see any recurring problems, do a hard refresh in your browser. The method of doing this differs between browsers but it's usually something like CTRL+SHIFT+R.

Check your editor in user cp/edit options, then look near the bottom.
Its probably reset itself to 'Basic Editor' which doesn't have the smilies.
You need to set it to one of the other two options.
