Papers on Economic Forecasting?

I was just wondering, given the disparities in the ESRI and IMF's forcasts for the next 5 years if anyone has ever done a paper on which forecasting bodies (foreign or domestic) have the best track record empircially? Anyone got any examples?

I think the QEC had paper about its own record a few years ago and Karl Whelan has a recent paper about forecast records.
