Unlocking phone Q

Hi. I was just wondering do you have to have the sim of the network the phone is on in the phone while your trying to unlock it? And how many time can you try before the phone locks up? I tried twice with the numbr Vodafone gave me and it wont work... All help REALLY appreciated....
