Signature picture

I want to add a picture as my sig. However my permissions won't let me. they're showing: Can Upload Images for Signature No Is there a way of changing that? The picture should be well within size. it's this one: http://i65.photobucket.com/albums/h230/mikeyt086/Bebesig.jpg
