SMS to USA on 3?

I just got off the phone with 3 "helpdesk" who informed me that if a person in USA is not on a network that they are linked with, then I won't be able to send them an sms. I was very sceptical of this info but she was adamant that this is the case - has anyone else come across this or indeed had issues sending txts to USA…

She listed the 4 networks that should work as T-Mobile, Cingular, manx and the last one escapes me but it wasn't AT&T for sure.

No experience with 3,
But this has happened to me in Japan recently.
I was only able to send texts to people on the O2 network from the network I was on.
I presume its the same principle.
