I'd recommend Susan Gallagher Design - the people who brought you David McWilliams's site and some others:

They're about as bad as they come actually. Look at that mark-up. Good lord!

!!! attention to details and all that.

OP, no matter how much of a hurry you are in, do up a spec, including info on what you want and what you have (content, logos etc) info and post in the thread Axwell linked to. Thoroughly check the work of anybody who provides proposals and use a contract with whoever you choose.

The dark red a:hover CSS on the blue background of a link for accessibility, the tables, the code...everything.

Have to agree with Cormee on this one - the markup is atrocious - who uses tables for layout anymore? The fact the page is sized for a max of 1024x768 by the look of it and aligned to the left, the use of inline style and deprecated use of attribute to affect layout, plus the accessibility issue of the a:hover and that's just at first guess. The layouts for their various clients look the same. If anyone from Deise is on here, please feel free to send any feedback you have to me on PM.

To answer the OP's question: hard to know how to answer this without your location, spec and personal ability. It may be possible for you to do this yourself with a bit of work depending on what you need. The golden pages might be the most helpful here but check out the companys website and that of any clients that they have listed. If it looks mickey mouse, regardless of how cheap the price may be, remember that a website is the online presence of your company. If it looks poor then that adversely affects (or is it effects? :) ) your potential clients opinion of your product.
