Did anyone else notice the red baloons tied to railings around the city today? They each had a number written on them. I spotted them first on Upper Gardiner St and they were every 20m or so all the way down over the bridge and onto City Quay. I was up to 26 whrn I turned off the road and lost them. Pity, I was hoping to…
