On UTV 7.6mb package. Run Speedtest.net and get.... Basically does latency test and then nothing for about 3 sec's and get this result (ie massive spike to huge reading)... BB is good but is there some other test site I could use to get a real reading...

Eh try again? If you want a REAL reading then do it 5 times, discard the highest and lowest then take the average of the middle three
