Boiler wont heat water without rads on

We have a warmflow bluebird 70/90 and are unable to to heat the water unless the heating comes on also. We have a single rocker switch in the press, top of switch for hot water and bottom for heating. If the switch is pressed to the top the water heats fine but the heating also comes on, which it shouldnt. Any help to fix…

Any help to fix this would be appreciated- was hoping to fix this last year but am finiancially not able as I am on illness benefit.
