This is my first post and i am only writing this because i am at my wits end because of our neighbours dog whining and cryin all day and night.
I am an animal lover and i feel sorry for the poor thing, his owners dont seem to care about him,iv never seen them walk him and they have couped up all the time in a cage with a muzzle on. They NEVER take it off!! Is this right??? Because i think its cruel and id love to ring the GSPCA but i dont know if i have enough grounds to ring them.
He crys so much that my husband and i cant sleep a wink! Iv talked to some neighbours about it but they dont want to do anything because the owners are travellers and they are afraid. To top it off they have just got a new dog and they have him in a tiny dog house with a child safety gate up against it and hes crying too!!! they never let him out.
    What should i do????

Yes it is cruel and I think you should ring the GSPCA. They will send someone out who has the authority to asess the situation and take further action if its needed.

In an ideal world this would be true, however in reality I don't think they have much authority, if an animal has food, water & some sort of shelter and isn't left 'alone' for more than something like 6 hours per day I don't think there's much they can do, of course the dog being 'left alone' is open to interpretation, ie the people could be in the house and the dog outside all day and night so in theory he's not alone but in reality he's not getting any socialisation, affection, excercise etc and is, in fact, being left alone. Sadly there is a serious lack of any proper animal welfare laws in this country, the law is most certainly not interested in helping animals. Also, not wishing to offend anyone but I have a feeling the local SPCA may be slightly reluctant to get involved when the dogs belong to travellers.

Sadly this is true, but it may just jolt the owners a little.

But that should not stop you from trying to get them to help. Please try!

A lot depends on the region too; there will always be a local dog warden who may be able to help more than this. Maybe some of the rescue folk here can advise also?

The muzzling is a worry too of course that they may be able to help with?

    Please, take care also.

A nightmare for you and you have to report. Failing that, there's always Joe Duffy??

The GSPCA have one inspector & she is down to three days per week. In any event the law only recognises the need for food, water & shelter.
You could contact the Council on the basis that it is a noise nuisance.

I would contact the GSPCA & keep gentle pestering them. Stress the muzzle element as wearing a muzzle all day is not acceptable. I genuinely feel for you & it is pathetic that your neighbours will not join you & make a united front.

this isnt fair at all!!! you should report them and dont worry about it because all reports like that would be totally confidential!!! the poor things must be miserable, and you too, the sound of a dog crying is just heartbreaking!!! there's no harm in reporting it whether they have the authority to do something about it or not!!! at least you tried!!!!

Oh please report them...at least it will make them aware of the situation...a dog shouldnt be muzzled and kept inside all the time. The poor things god love them, please let us know how you get on and remember you can remain anonymous

I also agree 100% with the others...please, please, please report them. This is a complete disgrace. I understand why you are nervous due to the owners being travellers but like it was said, you can remain anonymous.

Anybody can hear a dog cry especially if its constantly so try not to be nervous. Its for the dogs sake and your own.

That is inhumane to keep a muzzle on a dog 24/7 and tied behid a gate all day and night.

I just cant understand why people get "pets" if they dont do anything with them and care for them. It makes me so angry!
    Good luck...Please report.
