Development Toolbox in DW CS4?

Trying to export information from a database into XML, this was part of Dreamweaver's Development Toolbox in DW CS3. The Toolbox has since been discontinued, I assumed that it was part of CS4. I don't seem to have it available to me. Is there a substitute product for the Toolbox in CS4?…
