Delays switching from Vodafone

I have been experiencing a delay of over a month now while trying to switch from Vodafone to eircom. Today's excuse is that I am on a LLU line, and it could take another couple of days to 3 weeks to release the line. Can anyone explain what may be causing the hold up, and is this a reasonable time frame to release a LLU…
