I doubt it as they are mostly, if not all Cisco and they can sorta trade them in when buying new ones

Not sure but check out GNS3 or even Packet tracer if you want to do some labs in virtual environment. I know not the same as the real thing but all the same better than nothing.

no they don't. asked pat the technician couple years ago, and they either dump them or provide to other CIT colleges, crowford or marines!!
