Party Wall - how?

Hi, I need to build a party wall as part of an extension to a terraced house and I need it to be about 7 metres in length. I am wondering how to construct it. Block on the flat meaning a wall of 400+mm or 200mm wide if laid flat the other way. Or would a cavity wall do? Not sure the neighbour wants to build. Thanks.
