Normal Roof cladding with roof felt underneath?

Will normal tile effect roof cladding (not non drip) work well with a layer of roof felt underneath it,as in it wont leak water droplets down onto the floor? Does the normal tile cladding rust on the underneath side with no non drip coating on it? Thanks. Pic of a garage roof with roof felt/membrane on it.
