What procedures are in place to make it harder for people like that to just sign up and start spamming away? Also what was he selling? Credit/debit cards and or bank details? Just curious.

The procedures are that it gets brought to moderator attention by people hitting the Report Post icon, we see it, and then set about stopping him in his tracks, and deleting his spam.

He claimed he was selling credit card numbers, but in all likelihood he was selling nothing. He just wanted to try and fool people into wiring him money with promises of what he thought people wanted.
