Dogs on leash in public areas...what is the law.

    Just looking for a bit of clarity on the following...

    What is the law regarding the control of dogs in public areas (streets, parks etc..) and on public roads?
    Have dogs to be kept on leash at all time when in public areas?
    Are owner liable for any damage to property or personal injury caused?
