I *think* they're down for good. Or else we just haven't got around to fixing them yet. Type /warp for a list of destinations you can teleport too instead, its a very easy way to get around.

Is there a way to get a certain area to need permission to build so only ppl who have been given permission to build there can?

Were you added to the buildlist? If not you wont be able to do anything. Tal is the only person who can add you to the build list.

Nah. I mean like in my town is there a way so only ppl i r tallon gives permission to can build there just to stop random dirt and stone towers

AFAIK there isn't at the moment. There shouldn't be too much hassle with stuff like that, but if you do find it being griefed or messed up, please do report it to any one of the admins and we'll get the logs checked and hand out slaps accordingly

We were going to install it a while back, but I think there's too much plugins as it is.
