Water Supply Maintenance

So, last winter, we had a lot of places with water cut off, due to pipes bursting, and so on. Apart from people's own maintenance, where possible, does anyone know if anything has been done to prevent problems this year?

I'm thinking of stuff at the County Council level, for the most part.

Or was it a case of repairing what went wrong, and hoping it wouldn't happen again?

A lot is issues last year were also caused by people leaving their taps run, to prevent freezing thus running down water levels in the system, couple this with hopelessly antiquated water system we have (over 50% of water lost due to leaks before it reaches your house), the housing developments that were built in the "Boom", where they only barley dug a trench to lay the water pipes, leaving them open to freezing even in moderate cold, where the cold only reaches a bit into the ground.

Now factor in that the councils for the most part don't forward plan and are still trying to repair last years damage to pipes and roads, along with the new cold blast coming.

My advice would be stock up on bottled water and rock salt, you can sell the salt to councils when they run out of it :) and use the water if the cold is so bad it freezes the pipes again.

Or the short answer if the weather is the same as last year the pipes will freeze again.
