No clear detail on what's planned for Aviation funding under the NRP 2014 document, budget will hopefully spell it out. Under Transport savings the plan PDF lists only:

Regional Airports – Curtailment of support for regional air services from mid-2011. Saving: 5.5

    Looking at the available numbers:

    PSO
"Curtailment of regional air services" must relate to the PSO scheme, long flagged for the chop given infrastructural/travel time improvements. Not clear if 5.5m cut is 2011 year cost (suggesting end of all PSO support), or a cut to the multi-year scheme cost (suggesting partial reduction of services in a new tender 2011-2014).

Core Airport Management Operational Subvention (Opex)
No details, though it was cut back in 2010 and subject to a "Value for Money Review" of regional airports not yet published.

    Capital expenditure (Capex)
The Dep Transport site list 2m per year over the 4 years of the plan which will probably go towards essential works grants.

The total collapse in finances will finally force the Minister to make some practical decisions on funding regional airports, just hope the don't use it as a FF seat saving exercise as they have in the run up to previous elections.
