Phone cam in terrible resolution shocker. It's someone dressed in white. You can clearly see that the person dressed in white in the foreground is similarly bleached out.

Ok well here's this video explained.
Medjugorje, the place where this is recorded is like Bosnia's Lourdes... That's a catholic praying among one of thousands of people that visit the region.
