I think what your travel agent isn't telling you is that you cannot book a seat if you don't have a final name. You see, name changes are a big no no for airlines. For the infants it's ok because they don't appear like a "normal" passenger in the system, but for a child seat, you need the full name as per passport.
So you'd have to hope that there will still be seats for sale at a decent price once your babies are born.
