de facto relationship age limit

I am from northern ireland with an irish passport and my girlfriend is an american citizen we were thinking she could get a de facto relationship thing but for the uk both people must be 21, i have just turned 22 and my girlfriend is nearly 19 in ireland do they have an age limit? thanks
