This isn't accurate, for town anyway. Used to be a busy night but last couple years dead.
Rural and suburban pubs seem to be good Stephens night.

Was in town last year on Camden St and it was jammed.

We will be celebrating a birthday so we are looking for just a few pubs that we can sit and have a couple of drinks in.

Very, very few pubs open in Dublin on Stephen's day. Much better idea to think of a pub you like and give them a ring to see if they are open and what hours. Some pubs will be only open for a few hours and shut before 6.

There will be pubs open but it'll be very hit or miss. As mentioned above some will open for limited hours. The more 'local' pubs and ones further away from the city will be more likely to be open. Best to check ahead and have a backup especially if you're thinking of city centre ones. Also bear in mind the matter of football fixtures on the telly on that day might affect some opening.
