Are people who are first time buyers and signed up to the rent to buy schemes before the changes in stamp duty on 7th December 2010 liable to the new rates? That is, if you signed an agreement at the start of this year and are not due to close until next year, will you now have to pay the stamp duty even though you have a contractual agreement to purchase the property prior to the 7th December 2010.
