    It looks exactly the same as it was when I checked it three hours ago. Looks to be a streamer rather than a moving band

    There's probably a more technical definition, but to me it's an area of snowfall that is stationary on the radar while the precip moves through it. ie the precip peps up out of nowhere when it enters the area and dies out when it leaves it. I'm open to correction.
