To combat the damage caused by seasonal flooding, Tokyo has built the Metropolitan Area Outer Underground Discharge Channel (MAOUDC), a 6.3km series of tunnels and vast, cavernous underground chambers which will capture and contain floodwater. There are also 13000hp pumps that can expel water at the rate of 200 tons per second, which is equivalent to the capacity of a 25metre pool in 2-3 seconds.

^^ Reminds me of the Basilica cistern in Byzantium, modern day Istanbul. Built by the Emperor Justinian in the 6th century.
Capable of holding over 70 million litres of fresh water for drinking and such(and helped ease potential flooding from run off too, just like the Tokyo one. Wasn't the only one in the city either.
They repurposed older pagan medusa heads. As you do.
