What is the difference between Regulation by the finacial regulator or regulation by the central bank of ireland? I have different insurance brokers who are regulated by different authorities it seems.

The Financial Regulator has been absorbed into the Central Bank, so it's effectively the same thing. One of your providers seems to have just not updated their information/documentation.
