I don't think there are any special rules about buying the property. However, there will be the usual rules about immigration* and funding**.

    * Not a lot of sense in buying a property if you can't live here.
** If paying from your own resources, the bank may have to report the transfer of €X00,000 under money laundering legislation. If you are applying for a mortgage here, the bank may make you jump through hoops.

If you don't have a Stamp 4 you might have difficulty getting a mortgage. But this is up to the lender, it's not a law.

I dont think there are any specific restriction on buying a house/apt for Non-EU person here in Ireland. You can buy a property provided you manage get a mortgage or you have cash on hand.

    .
that is a closely guarded state secret.

Seriously though Ireland (still) has no centralised house price register so there is no accurate answer to this question, however the nice people at daft.ie have produced the attached report. Two caveats:
    • it's asking prices, not selling prices
    • only properties advertised on daft.ie are included
