Reporting a water leak on a footpath at this hour of night?

I spotted a fountain like water leak on a 'isolated'* footpath in Finglas at about 8pm and forgot to ring till now. The fountain consists of about a foot high of water into the air from a number of holes in the path! Thing is I can't get through to emergency number listed on

Emergency Number: 01-6796186(outside office hours only)

Number just hangs up after a few seconds each time I ring. Longest call has been 40seconds while waiting for a human to answer after an automated message saying 'hold the line'!!
Is this the right number? Or do I have to wait till the morning to report it and all that water is lost?

*isolated as is very few people walk on it but its beside a busy road in daytime!.
