Car tax fine by parking warden

I know someone who got a fine for no tax being displayed. It was issued by a parking warden.
This started a debate at work about the legality of a parking warden issuing this fine.

Anyone clarify if it is legal or not?

Why would s/he have a book of fines/fancy fine printer (if all digistised) or the ability to issue fines if it wasnt legal? You cant just go to easons and buy them.

You might be confused about the category of offence - not paying the tax is a revenue offence, not displaying the disc (the ticketable offence) is a road traffic offence so it falls into the same category as parking on double yellow lines.
