government spokesmen ( who of course must be believed) have stated that this will not apply to workers who already have a contract to be paid €8.65 per hour.
    how will this be enforced?

anyone been approached by their employer?

If you're on €8.65 an hour they can't just lower your wage to €7.65 an hour, they would have to offer you a new contract with that rate of pay, which you could either sign or reject.
