Whats a good measure for Government Spending?

In Ireland? If you wanted to compare it abroad as a % GDP/GNP? Would you include just voted current and voted capital? Would you include local government spending? Whats the school of thought on this?

On eurostat it says "Total general government expenditure is defined in ESA-95 §8.99 by reference to a list of categories: intermediate consumption, gross capital formation, compensation of employees, other taxes on production, subsidies, payable property income, current taxes on income, wealth, etc., social benefits, some social transfers, other current transfers, some adjustments, capital transfers and transactions on non-produced assets." This quote comes from the statistics on government expenditure here.
