Possible missing/stray dog...

For the past week I have seen the same dog during the morning in the People's Park.
He is never with an owner and looks quite scraggly/dirty.
I've been feeling sorry for him everytime I walk past as he just goes round sniffing and probably searching for food.
I haven't approached him but I don't see a collar.
Just wondering if anyone is missing a dog similar to him.
I'll look through the pet forum too. Will try get a picture tomorrow.
He is a small breed of dog primarily light brown and white in colour (head is brown).
Here are some example pics, he is similar to these Norfolk Terriers/Australian Terriers except the colour:
