    It can. It's not 'required', but it gives a clear signal to the SE's where the site should be targeted at.

    If you had a gTLD on an Irish IP address and/or with targeting set via webmaster tools, it'd basically do the exact same thing.

    The real decision is what is best for your users and the long term goals of the business/site. If it's intended to always have a focus on the Irish market, a .ie makes perfect sense. Irish users will know the site is instantly relevant (.ie also carry more 'authenticity' in the minds of some) and it may help increase the CTR as a result. If you believe you may target additional geolocations in the future, having a more generic site can be beneficial there (and you can still achieve the boost in .ie searches via hosting or targeting).

    There's no right or wrong answer, it very much comes down to the site in question (some businesses are better having multiple sites with ccTLDs for each region and unique content for same, some are better [from a maintenance/marketing pov] with a single gTLD) and the aims/goals/etc.
