The deadline for the September 2011 course is long gone.

You apply for the NUI colleges through www.pac.ie usually the deadline is early December. You will need a high 2.1 to get in. Check out the Teaching and Lecturing forum for more info. I can help you if you have any specific course questions but theres plenty of info on applying on the Teaching and Lecturing forum.
