Old Arcade Beat'em up

Been playing a lot on mame the last few days. Anyway I'm trying to think of an old beat'em up that I played in an "arcade" in Galway (I say "arcade", it was an old shell of a house beside a pub) in the early nineties. The only thing I can remember about it is one of the characters. He went around on his tip toes and I'm pretty sure he had blades attached to his hands. Thats all I remember to be honest, its probably a terrible game but even just want to look into it for nostalgic reasons more than anything.

Neither of those. This wasn't a side scroller but a one on one fighting game (Like Street Fighter).

It's none of these, but if you saw this guy you'd think that soul calibre guy is based on him. It's 2d btw. Probably a neo geo game but can't say for sure. It's a tough one, thanks for the suggestions so far.
