Entrance to site over ditch

Looking at a site at the moment which is basically a field, roughly how much would it cost to build an entrance joining the sit to the main road? There is a ditch between the site and the road about 3 foot wide and about a foot and half deep.

If you dont have planning permission then you wont be able to open an entrance.
