I have a 1941 copy of a register documenting the transfer of a child from a Children's Home to a foster home. There is a column marked Folio in Register, in that column the following remark is made:
    H.A.O. O'Connor & S.A.O. notified 27/8/41 (date of transfer)

I believe S.A.O. means School Attendance Officer (although the child is 4 1/2)

Does anyone know what H.A.O. stands for?
