USC Charge and Medical Card

    I hold a full medical card. I think I should be charged only 4% on my USC.
    I am currently paying a 7% charge. I went to the tax office today to claim
    my income levy from last year. I asked if my USC charge would be decreased but I was told that it would remain the same at 7%. Now,
    I don't know whether she was being sneaky with me or what, as she also questioned how I was entitled to a full medical card with my annual income from 2010 (50,000 including bonuses and OT). My husband is unemployed and I have one child. Could anyone inform me as to what I should be charged on the USC as a full medical card holder?
