Underwater pool lights problem

My gyms swimming pool in Drogheda has underwater pool lights encased in the pool wall. They regularly turn these on. While swimming the other night I noticed that one of the casings had come away from the wall underwater and water had filled the cavity. My gyms swimming pool in Drogheda has underwater pool lights encased in the pool wall. They regularly turn these on. While swimming the other night I noticed that one of the casings had come away from the wall underwater and water had filled the cavity. I told the staff and they said someone had been called and no one was going to turn them on. Is there a chance of electrocution if they accidentally turned these on while people were swimming or is there fail safes for pool lights. This pool was built around 1990 I believe.

i have worked on a good few pools all the ones we ever did have 12v or 24 transformers supply the lamps.the trafo are normally remote mounted back in a plant room and 4or 6mm 2 core run to the lights
