    One is owned by the council with the rent paid to said council, the other by a private landlord with the rent going to that landlord.

    That's the basic difference.

    You are going to have to be more specific with your query though.

    It's possible. Councils sometimes sell houses to long term tenants

    At the same time, many would say if you can qualify for a mortgage and save a deposit, go buy a private house and give up the council house for someone else on the list
