Actually the effects can be even more than that. A lot of guys who engage in it a lot, especially with the help of pornography, can find even getting aroused with a girl difficult... let alone the worry of climaxing.

The main reason being that the body and mind has become accustomed to certain types of stimulus to inform it that an erotic situation is occurring. When a guy comes into contact with an actual girl, the erotic stimulus is now different to internal fantasy or on screen images. The body does not react as expected.

The example that poster gave is a very extreme situation. It basically involves compulsive masturbation and porn addiction. The two become associated so arousal only happens in that situation.
