Is there any picture viewing program for windows that allows you to keep
the zoom fixed as you change between pictures?

I have 100 pictures I need to keep the zoom fixed on the blackboard
as I change between pictures, it's mightily frustrating to keep reconfiguring
the zoom & moving to the blackboard etc... The thing is that there are
like 160 lectures I'm planning on working through over the next (long)
period of time but this zoom issue will be the death of this idea it's that
    bad as it stands.

It would be a lifesaver to sort this out, thanks

    What blackboard?
I'm not exactly sure what you're asking for. You have images and you want to show then magnified at all times or to change during the presentation?

Why not just make a powerpoint presentation and control the zoom on the slide with an animation action.

I think he means when viewing photos in a slide show in Windows Photo Viewer or such. Any part of the screen not filled with the photo is blacked out so it looks like the photo is pinned to a blackboard.

Seems to me your pictures are at different resolutions and are therefore "zooming in and out" as you move through them. I would suggest either 5uspect's idea of using powerpoint or resizing the pictures all to the same size.

If you're running Windows XP then you can use Microsoft's Image Resizer downloaded from http://windows.microsoft.com/en-US/windows/downloads/windows-xp. Go to the Powertoys tab and Image Resizer. Once installed it appears in your right-click menu.

I've uploaded two pictures, to read the writing on the board you need to
zoom in and move the picture to the right position etc... What's more is
that there are about 150 pictures per hour of video & I have @ least
2-300 hours of videos lined up.

I'm just using the standard windows 7 picture viewer & the zoom needs
to be readjusted every time you go to the next picture & it's mightily
frustrating. I can work around the problem by skipping 5-10 pictures
ahead & doing things that way but I'd much prefer to just keep in sync
with the video lecture as it plays.

(The video is terrible quality so the uni fixed this issue by taking pictures of the board every
15 seconds, so annoying but the lectures are so good!).

Just hoping there's a program that allows you to keep a fixed zoom as
you go through all the pictures in sync with the video.

Ah, I see. Literally a blackboard.

So is it that you want to have each of the photos (zoomed in on the blackboard) on screen for ~15 seconds with the audio of the lecturer talking plays over it?

Assuming the camera was in a fixed position and therefore the blackboard is in the same position in each photo, you'll probably have to crop the photos so that only the blackboard is showing.

Something like Photoshop may be able to crop all the photos in a batch (that is to say it can definitely crop photos and it can definitely automate certain tasks, just not sure if crop is one of them).

Heck, PhotoShop would let you edit the images into a new high res video with the old audio. There is some slideshow software that also let's you sync audio to images that I forget the name of. /goes searching.

ACDSee has a lock pan and zoom function- when you click to go to the next photo it will display your blackboard (presuming the camera was in exactly the same place.) ACDSee is what I use but I imagine it is a common function. No need to edit all the photos.

While waiting for the free version of acdsee to download I randomly
clicked on a program called InfranView which is exactly what I was
looking for  You can lock both the zoom & scroll position in the
program & coupled with vlc's "always keep on top" it's perfect! :D

With the knowledge of the phrases "scroll position" & "zoom lock"
I did a search & came across "cam2pc" which I think it better, infran
was giving me issues as from pic 1 it'd go to 101 instead of 2

you just need to batch rename the files to:
    0001.jpg
    0002.jpg
    ...
    0101.jpg

    instead of:
    1.jpg
    2.jpg
    ...
    101.jpg
