Unfinished estate near Clonee?

Hiya. I was out walking this weekend (that alone would be big enough :pac:) when i saw this what seemed like 2 floor "could be fairly posh" building-site. Some had windowpanes mounted, while others where just gaping empty for the wear and tear of the climate. Does this make any sense as in whereabouts, and do anyone know…

Does this make any sense as in whereabouts, and do anyone know the reason why it's not covered up (if it's ongoing) or if it's an abandoned construction? I was walking from the Ongar-area.
