What's the youngest age for a J1 ?

Asking on behalf of my nephew who will be 17½ leaving school next year & really wants to do a J1 to NYC. He's a tall, mature 16½ year old, but in terms of appearance, facially would look younger.

For the J1 you must be 18+. You also must be enrolled in full time post secondary studies leading to a degree which might be difficult if he's just finished he's Leaving Cert.
