Tow bar bike rack

Bought a tow bar bike rack today and a couple of bungees. Seemed solid enough on the drive home without the additional bungees, but would feel better if I could figure out how/where to tie to effect least movement of the handlebars and wheels. Any tips?

I used to criss cross an extra bungee through the wheels and when tight enough it held the handle bars in place quite snuggly

Tks Kander? So a sort of figure of 8 with the bungee and clipping back onto itself?
