A cylinder will need a visual after 2.5 years and hydro after 5, The date for this is from the date of manufacture which is stamped on the shoulder of the cylinder and not the date of purchase. And the tank will be empty if you are getting it delivered.
Best thing would be to call them to check the manufacture date. I have dealt with that shop and i have always been happy with them.
